Strengthen Civil Society and Public Institutions to Build Community Resilience to Adopt Climate Change project

Both the slow and sudden onsets climatic events has become the most recent sub-national level phenomenon that has been forcing people in the coastal areas to be displaced and migrated. But the options of migration for the women, children, elderly, disable and poorest of the poor are relatively less and they are likely to be trapped in the vulnerable and unsafe location. The issues of their rights and protection gained less attention in policy spectrum and civil society agenda. So it is important to undertake long-term policy and program for this left behind population with an effective governance mechanism.
For an instant salinity ingress & water logging are affecting both ecosystems & people’s agri-based livelihoods of Shyamnagar upazila of Satkhira. Increasing salinity & shrimp farming has also endangered drinking water sources & cyclone Aila (2009) has made it worst. So to build capacity of Climate vulnerable communities, especially women, in Shymnagar Upazila to deal with vulnerability of climate change related eco-social impacts, Nabolok initiates a project named Strengthen Civil Society and Public Institutions to Build Community Resilience to Adopt Climate Change,funded by Manusher Jonno Foundation (MJF) at 45 climate vulnerable village under 6 unions of Shyamnager upazila. This project has started from 01 July, 2017 and will ends up on 30 September, 2021. Total 6075 population (among them women were 4860 and men 1215) will be the target beneficiaries of the project. Climate vulnerable people especially women, Left behind women and climate migrants people and poor people will be the target beneficiaries of the project along with the local elected bodies, local government institutions, relevant government officials, NGOs, CSOS members, DMC members media, and national policy makers are the strategically chosen as stakeholder of this project. This project is working to increase resilience to disaster and climate change; promote climate adaptive livelihood options for climate vulnerable people, left behind women and climate migrant and also make the LGIs more accountable towards the vulnerable people.
Project goal :
To build greater community resilience to climate change impacts and natural disaster in three climatic and environmentally vulnerable Shymnagar Upazila of Satkhira District.
Major Activities and achievement from July’ 2017 to June’ 2018
 Village Group Meeting (monthly)
The target of Village Group Meeting were 315 and achievement was 100%.  By the Village Group meeting group members able to understand that they need to save their taka for future necessary. They also understand it is essential to create Income Generation Activity for their own improvement. Total 45 Village Level Groups were formed from 45 villages where each group consist of 30 persons. It is a mixed groups with at least 60% female member.
Farmer’s group meeting
45 Farmers groups are formed and each group consists of 10 members. Agendas in these meeting were using modern technology for farming, who are the concern person from Upazilla Government Office such as Upazilla Agricultural, Fisheries, Livestock Office, using organic fertilizer, how to adaptive agriculture adapt with climate change, produce different types of agricultural vegetables product  besides on other and house hold yard for increase nutrition and increase income source etc.
 Periodic meeting with community volunteer
6 Volunteer Groups were formed from 6 Unions and each group consists of 10 youths where at least 60% must be female youth. Periodic meeting with community volunteer was conducted under 6 union where female participants were 30 out of 37 (attendance percentage was 81%) was and male participants were 20 out of 23 (attendance percentage was 87%). Agendas were review of last meeting minutes, duties and responsible of community volunteer, attend on group meetings, information sharing for training on emergency response & rescue for community volunteer etc.
Training on emergency response & rescue for community volunteer
Two days training on emergency response & rescue for community volunteer was conducted and attendance was 24 out of 30. Training was conducted on the topics of what is disaster, duties and responsibility before and after disaster, information sharing on disaster signal, emergency response, evacuation, search and rescue during disaster.
Participatory community risk & vulnerability assessment and action plan(CRA)
Through Participatory community risk & vulnerability assessment (CRA) there was found some issues. Project working areas are situated nearby river and sometimes road is damaged or broken by the over flooded and for this reason villagers can’t communicate with other places. Sometimes beneficiaries are affected like cyclone or other kinds of disaster. Cultivation Land is affected by the prawn culture in saline water etc.
For reducing aforementioned issue all the participants of CRA activity prepared a plan. By their plan they will communicate and write application for repairing damaged or broken road to the Chairman of Union Parishad. They will repair their house and they also brace by the rope with land and tree plantation surrounding they areas. Reducing salinity villagers will able to aware for not prawn culture and become paddy and vegetables culture.
Day Observation
International Disaster Risk Reduction Day celebrated on 10th March, 2018 with the participation of community people under 6 unions and Upazilla level. This event was conducted to make people aware from the celebration days. Events arranged of these days were rally, issue based discussion on day celebration. In International Disaster Risk Reduction Day attendance of male was 26 and female was 71.
Periodic follow-up meeting with UDMC, UzDMC
Periodic follow-up meeting was conducted with UDMC members on April, 2018 along with 2 Unions and on May, 2018 along with 4 Unions. Agenda of this meeting were review of last meeting minutes, information sharing on Strengthen Civil Society and Public Institutions to Build Community Resilience for Climate Change Adaptation which is doing by NABOLOK, Participatory community risk & vulnerability assessment and action plan (CRA), Budget announcement day and time fixation of own Union Parishad, Acceleration fund (this agenda was for NOBOJATRA project, which is run by SHUSHILAN) miscellaneous.
